Blaster is a skilled occupation in Newfoundland and Labrador that is NOT part of the apprenticeship pathway but has similar training and certification steps. Activities related to Blasters are managed by the Apprenticeship and Trades Certification Division (ATCD).
Blaster consists of three skill levels – level one is entry level and level three is the highest level. To move from one level to the next, you need a mix of hands-on work experience, demonstrated skills, and successful completion of certification exams. At a minimum, you need to hold a level one Certificate of Competency (issued by ATCD) to work in Newfoundland and Labrador.
Training
If you are just starting out, training is required for level one certification. This training consists of 12 weeks of theory and practical lessons that cover drilling and blasting activities. Once training is complete, you will write the level one certification exam. Training programs are available at College of the North Atlantic. For more information visit: cna.nl.ca

Exams and Certification
Since Blaster is a provincially designated occupation, you will need to write your certification exams in Newfoundland and Labrador. Once certified, your qualification is valid within the province, but additional regulatory requirements may be required to work in other provinces or territories.
How to Apply for an Exam
To write an exam, here is what you will need to do:
- Review the general examination conditions for Blaster exams.
- Email jamesbrake@gov.nl.ca to submit the required proof of training (required under the general examination conditions)
- Complete the exam application for Level 1, Level 2 or Level 3 and email it to jamesbrake@gov.nl.ca.
- Once, approved, email certificationexams@gov.nl.ca to schedule an exam session.
What Happens Next?
- You will receive details about the exam date, time and location.
- Exams are facilitated and monitored by department officials, and grading is handled by ATCD staff.
- You will be notified of your results, which are recorded in the ATCD database. Completed exams are kept on file for one year.
Appeals Process
If you wish to appeal your exam results, submit your written request to the examination coordinator within one month of being notified of your results. Once completed, the results will be sent back to you.
Certificate Renewal or Replacement
If your Blaster certificate is lost, damaged, or due for renewal, you can apply for a replacement or renewal by completing the Renewal or Replacement Application form.
To continue working as a Blaster, you will need to renew your certification every 5 years. Certification can only be renewed once you have completed the mandatory 3-day safety training.
