The PACB, established under Section 5 of the Apprenticeship and Certification Act, ensures that Newfoundland and Labrador’s apprenticeship training system meets industry standards. Those appointed to the PACB serve a three-year term, with a maximum of two consecutive terms.
Mandate and Activities
The PACB works closely with the Apprenticeship and Trades Certification Division (ATCD) to fulfill its mandate, as outlined under Sections 8 and 9 of the Apprenticeship and Certification Act. The PACB monitors apprenticeship programs and training to ensure that standards and requirements are maintained and approves policies to strengthen the apprenticeship system. Activities include:
- Accrediting apprenticeship training programs.
- Designating trades for apprenticeship training and/or certification.
- Approving Plans of Training.
- Establishing committees, including Provincial Trade Advisory Committees for each designated trade, and examination committees to conduct practical examinations for apprentices and trade qualifiers.
