Since 2005, the Department and the Newfoundland-Labrador Federation of Co-operatives (NLFC) have formed a partnership to advance co-operative development in the province. A joint five year Memorandum of Understanding (MOU) was initiated in 2007, which focused on enhanced development and promotion of the co-operative model to support business growth in rural communities throughout Newfoundland and Labrador. Government committed to a renewed partnership and signed a third ,five year MOU with the NLFC in 2017 .
The MOU builds upon the working relationship between both partners, focusing on the engagement of stakeholders in co-op development, increasing awareness, identifying opportunities for co-ops and credit unions to become more engaged in the development of new initiatives in their communities, and places a greater emphasis on targeted research and opportunity identification in sectors with high potential for co-op development.
