Newfoundland and Labrador has a wealth of resources and supporting characteristics that well position it to competitively produce and export green hydrogen. These include abundant wind, water and land, a highly renewable grid, a skilled workforce, and a strategic location with numerous deep-sea ice-free ports along transcontinental shipping lanes and with proximity to Europe.
On August 30, 2023, the Department of Industry, Energy and Technology (IET) announced that four bids from four companies were selected through the Crown Land Call for Bids for Wind Energy Projects (Call for Bids) to receive wind application recommendation letters and have been granted the exclusive right to pursue the development of their project through the Government of Newfoundland and Labrador Crown land application and approval process, which includes a referral to Environmental Assessment (EA). Final project details, such as wind turbine locations, will be informed through the Crown lands and EA processes. On August 22, 2025, IET announced that this reserve has been extended to February 28, 2026 and that it has been reduced in size by 132,733 hectares to 381,676 hectares. Following the Call for Bids and in keeping with its commitment to work with the companies interested in wind-hydrogen development, IET has been engaging internal and external subject matter experts in assessing further projects on a case-by-case basis, while undertaking the necessary levels of scrutiny and oversight that characterized the Call for Bids process.
On April 1, 2024, a Wind Energy Contingency Land Reserve has been established and Pattern has received a wind reserve consideration letter. This will enable Pattern Energy to apply for Crown land within the reserve for the possible placement of contingent wind turbines that may be needed to maintain the company’s 300-megawatt wind energy project. Final project details such as wind turbine locations will be informed through the Crown lands and EA processes. On July 23, 2024, a Wind Hydrogen Hub Land Reserve has been established for NARL Marketing Limited Partnership (NARL). NARL has received a wind hydrogen hub application recommendation reserve letter and have been granted the exclusive right to pursue the development of their project through the Government of Newfoundland and Labrador Crown land application and approval process, which includes a referral to Environmental Assessment (EA). Projects Selected through the Call for Bids:
Toqlukuti’k Wind and Hydrogen (TQK)
TQK is proposing a wind energy project in the Isthmus region to produce and export ammonia. As of March 31, 2025, TQK has an approved bid area of approximately 55 thousand hectares of land for the wind farm, storage and production facility.

EverWind NL Company
EverWind is proposing a multi-phase wind energy project to produce and export hydrogen/ammonia from facilities on the Burin Peninsula. As of March 31, 2025, EverWind has an approved bid area of approximately 188 thousand hectares.

Exploits Valley Renewable Energy Corporation (EVREC)
EVREC is proposing a multi-phase wind energy project in central Newfoundland and a hydrogen/ammonia production facility in Botwood Newfoundland to produce and export green hydrogen/ammonia. EVREC has an approved bid area of approximately 30 thousand hectares for the wind farm, storage and production facilities.

World Energy GH2 Inc
World Energy GH2 is proposing a three-phase project including wind turbines and a hydrogen/ammonia production facility. World Energy GH2 has an approved bid area of approximately 107 thousand hectares for the wind farm, storage and production facilities.

Wind Energy Contingency Land Reserve:

Argentia Renewables LP (Pattern)
An approximately 2,500 hectare Wind Energy Contingency Land Reserve has been approved for Pattern. Crown land applications will only be considered where it can be demonstrated to the satisfaction of the Department that the request is a result of area constraints identified either by the company through its project development and site assessment, or by government through processes such as the Environmental Assessment process.
Pattern continues to pursue a 300 Megawatt wind-hydrogen project on lands owned by the Port of Argentia.
Wind Hydrogen Hub Land Reserve:

NARL Marketing Limited Partnership (NARL)
An approximately 10,316-hectare Wind Hydrogen Hub Land Reserve has been established for NARL. The Provincial Government has issued a Wind Hydrogen Hub Application Recommendation Letter to NARL.
NARL, one of the province’s oldest and largest existing industrial companies, owns and operates the largest bulk liquid storage terminal with over 7 million barrels of storage capacity. The Terminal is supported by a deep water dock with a depth of 100’, two tugs, a ship agency business and has bunkering capability. Strategically located at Come By Chance, it is strategically located to support fuel supply for local and international markets and plays a critical role in the fuel security of the province.
NARL is pursuing a project to upgrade, expand and leverage its existing infrastructure and operations as a Green Energy Hub capable of servicing and supporting the developing wind-hydrogen sector while establishing a wind energy project to power the production, storage and export of Liquid Organic Hydrogen Carriers.
