In 1985, Brian was handed a vision of developing an aquaculture industry in this province. He was handed a blank slate. At the time, a strategic direction and governing legislation had yet to be developed, and funding sources had to be indentified. Despite these challenges, including failures of some early development approaches, Brian persevered. His commitment never wavered and he was convinced of aquaculture’s potential for Newfoundland and Labrador. Through his leadership, it has grown from infancy to a $120 million industry employing over 1,000 people in the province.
Brian recognized the need for strong industry participation and engagement from the start if the vision was to be realized. He was instrumental in organizing industry organizations and remains a constant and strong supporter. Looking beyond our shores, he also built relationships and networks nationally and internationally to encourage industry development and promote the province as an aquaculture investment opportunity.
Having garnered the support of industry and government, both provincially and nationally, and convinced naysayers his vision was achievable, Brian negotiated and chaired federal-provincial agreements, including the Aquaculture Component of the Economic Renewal Agreement.
Brian was also successful in securing $1.8 million to construct a salmon hatchery to further the province’s goal of self-sufficiency in fish production. Since 2002, Brian has chaired the Aquaculture Task Force of the Canadian Council of Fisheries and Aquaculture Ministers.
Another significant accomplishment is the newly constructed world-class diagnostic facility at St. Alban’s for Aquatic Animal Health, which will contribute to the long-term sustainability of the industry. His branch manages $25 million in industry support and the formation of financial support programs such as the Aquaculture Working Capital Loan Guarantee Program and the Aquaculture Equity Program which have spurred $250 million investment in the sector.
Brian’s style of management encourages individuals to excel and focus on their areas of expertise. Under his guidance, the Aquaculture Branch has developed into a professional, cohesive and effective team with specialization in fish health, licensing, finance, science, environmental sustainability, management and policy development.
The Newfoundland and Labrador aquaculture industry has benefited significantly from his direction, and is truly ‘Open for Business’. It has become a significant and sustainable economic sector with an extremely bright future.
