Between 1994 and 1997, Cheryl Penney developed innovative ideas, government partnerships, and community networks to establish a provincial career center that still operates today in western Newfoundland.

With the establishment of the new Department of Human Resources and Employment in 1998, Cheryl brought her knowledge, experience, and innovative approach to this new department. She consulted with management and scheduled information sessions with staff explaining the new department’s organization and staff roles. She helped everyone understand the department’s vision and direction. She continues to liaise with senior management in the region, to bring employment and career issues to the forefront.

As a trainer, Cheryl has shown leadership and innovation by designing and delivering training initiatives for staff across the province. Initiatives have included training in screening and assessing clients, counseling skills and client service management. Her high standards and creative solutions have inspired training team members to great success. She has gone "above and beyond" to help develop the skills of her colleagues. She continues to design, develop and deliver training initiatives for staff. This is an important element of enhancing service delivery and client access to programs.

Cheryl creates positive work environments through collaborative relationships, encouraging teamwork, sharing knowledge and offering support. She fosters mutual respect among colleagues and partners, and between staff and clients.

Cheryl Penney is a great asset in the public service.
