Companies and Deeds Online, or as it is more commonly referred to CADO, is a leading-edge document management, Internet-based e-commerce application that has positively transformed how the Commercial Registrations Division of Government Services performs its registration functions and efficiently serves its diverse client base. The CADO team, with the support and dedication of the entire registry staff, implemented a transformative application with overwhelming benefits for its broad array of stakeholders.
The team’s efforts resulted in the implementation of CADO which saw document processing that previously took 22 steps reduced to nine core steps. The new streamlined process permits staff to concentrate on their core job responsibilities, enabling client documents to be processed in a shorter amount of time. In addition, replacement of the previous antiquated system enabled the registry to address document preservation and security concerns through the digitization of records.
The CADO system has resulted in the Commercial Registrations Division becoming a leader in the provincial government in electronic service delivery. Internet users can now access registry records 24/7 while companies now have the ability to incorporate and file required documents online from their home or office. The Registries of Deeds and Companies have recently added the Registry of Co-operatives and Mechanics Liens Registry to their online services. The team led the effort to increase the online holdings of the registry by beginning the conversion of microfilmed deeds records to digital form. To complete the digitization of the division’s complete holdings, future projects will concentrate on the conversion of older paper records. The division has also begun building the requirements to enable law firms to file deeds documents online.
The CADO team went above and beyond to deliver an innovative e-commerce application benefitting the various registries and resulting in superior quality service to its clients. Faced with extremely tight timelines and significant challenges in realizing their goal, the CADO team leveraged their business knowledge and IT skills to create a unique system that extends immeasurable benefits to staff, government as a whole and the client stakeholders. Through the dedication and resilience of team members, the resulting system and the team’s approach will serve as a model for future document management and e-commerce based projects.
