Elaine Clarke has been a member of the public service since 1984. She embodies the definition of excellence both in her permanent position in executive and administrative support in the Office of the Chief Information Officer (OCIO) and during her secondment to the Commission of Inquiry on Hormone Receptor Testing.

As Executive Secretary/Registrar she managed the flow of highly confidential documentation coming into and being distributed by the Commission of Inquiry. As well, she managed logistics for the Standings and Public Hearings. She is described as the consummate professional in terms of attention to detail, accuracy, organization, follow-up and completion. These attributes were highly valued by all involved with the Commission, especially considering the sensitivity of the issue and the intensity of the work environment.

With the OCIO as Secretary to the Executive Director of Operations, Elaine is a leader among administrative staff and supports and tutors junior staff in processes and procedures. From a client perspective she operates from the “outside-in” and considers the needs, perspectives and priorities of the general public she serves and identifies inefficiencies, and recommends changes for improvement.

Elaine’s role in administrative support with the OCIO, and to the Commission, is an example of the kind of dedicated work provided by many support personnel in the public service. Elaine’s stellar organizational and administrative skills have enhanced program and service delivery in both organizations, as she is able to balance multiple priorities.

Elaine brings an increased level of organizational cohesiveness through professionally organized work. Her polite, respectful and timely response to public service employees and the general public encourage a sense of confidence in the public service.
