The development of the Outer Ring Road is a story of success that came from cooperation and teamwork. In spite of many initial public concerns, the project had a positive impact on the environment and surpassed national highway standards. Its success is a testament to the ethic of the team who made it work, and their commitment to relationship building with public interest groups.
The complexity of the Outer Ring Road project is unprecedented in the history of roadbuilding in our province. Not only did it involve building a 20-kilometre stretch of highway through a park; it was compounded by the need to protect one of the world’s largest brown trout populations and incorporate facets and components to satisfy residential and public concerns.
This team, the majority of whom are career public servants with 12 to 25 years of service, insisted on the highest possible environmental and construction standards and completed the project on time and on budget. They performed exceptionally well together - their respect for the environment, their concern for others and one another and their commitment to a common goal all
contributed to their high level of performance. Their leadership skills and demand for excellence in the delivery of a quality finished product have inspired others within the department to achieve the same goals.
As a result of the team’s efforts on the Outer Ring Road project, the road building industry in the province has risen to a new level of quality product delivery. The project may be viewed as a model for new construction projects in combining appropriate highway design and construction with effective environmental planning, protection and improvement strategies in a forum of cooperative public relations.
