Known for his positive attitude and “can do” approach, Richard Hayes consistently provides an exceptional level of public service. His contagious demeanor has earned him the respect and admiration of his colleagues, as he proves on a daily basis what a valuable resource he is to the Department of Health and Community Services. Well organized, efficient and ever attentive to the details of the tasks that lie before him, Richard brings the office management function to a new level.

Exceptional work performance has been the hallmark of Richard’s career. In 2006, he successfully reorganized six divisions, resulting in more than 50 staff being moved to accommodate new staff and achieve efficiency. He works consistently and patiently alongside his co-workers to ensure optimal working conditions for all employees. He knows how the work environment, including space and equipment, are critical to the morale, comfort and ability of staff to carry out their work. He receives numerous requests from staff and responds on a timely basis, all the while exercising respect, consideration and a willingness to go the extra mile.

Richard understands the dynamic environment that is the public service, and he consistently manages to accommodate such change to the satisfaction of all concerned. While much of his work is behind the scenes, his work is critical to the operation of the department. All staff are truly appreciative of his efforts and gladly attest to his willingness to perform above and beyond the call of duty in order to do the job well.

Regardless of the demands of the day or complexity of the issue at hand, Richard displays the same energy and commitment to completing the task. He enjoys his work and the role he plays, and is often touted as a role model for other public service employees. Richard treats everyone with respect and fairness and receives the same in return. Always helpful and focused on his clients, his approach to public service shines through no matter whom he deals with within the organization.

Richard displays a pride in his work that is infectious to those around him. As one co-worker stated, “No grass will ever grow under his feet! He is always on top of things, knows what’s needed and, if it’s possible to meet the need, it’s done quickly and efficiently.” On a daily basis Richard ensures careful planning; precise communication and coordination with various stakeholders; and expert on-the-ground supervision. Coupled with his pleasant smile, and his kind, considerate and courteous nature, Richard Hayes is someone who demonstrates a commitment and excellence to his chosen career path, namely that of providing service to the people of Newfoundland and Labrador.
