Roxie Wheaton

Roxie Wheaton is known for her collaborative efforts with community agencies in addressing the needs of the vulnerable populations in this province, particularly those who are affected by homelessness. Her involvement, dedication and belief in the Homelessness Initiative are evident in her position as the Director, Avalon Region, with the Department of Human Resources, Labour and Employment. She constantly shares her vision and creativity with management, staff, community groups and agencies.

Roxie’s passion and clarity of mission bring government service to an inspirational level, helping make improvements in the system and building relationships aimed at improving the lives of the people in the region. She has a dedicated focus on matters of inclusion – inclusion of all community members and partners. With enthusiasm and determination, she constantly initiates change within the community, thereby embodying the true definition of public service.

Roxie brings together a rare combination of attributes: to the communities she serves, she is seen as a leader and supporter; a collaborator and advocate; and a visionary and trusted advisor. She is an innovator who helps communities “think outside the box” to reduce social ills, and not simply manage them. She is able to synthesize complex situations and realign the resources to better meet identified needs, often by trying new approaches or pilots involving multi-stakeholder collaboration or leveraging new partnerships for better results. Roxie is a believer in evidence-based decision making, and her efforts have paid off in terms of improved outcomes for HRLE clients, including those who face complex barriers to employment and housing.

A forward thinker committed to community capacity building, Roxie demonstrates a deep understanding of the programs and services that income support clients need to move along the continuum to achieve their place in the workforce. She has been a key public service employee who has supported and helped develop new initiatives such as the Youth Services Site, the redevelopment of the Wiseman Centre, and the revitalized New Beginnings Program. She is accessible and honest in all of her dealings, bringing together government and community partners to resolve problems. Her efforts in creating valuable relationships result in services and accommodations that make our province a better place to live for all persons, regardless of background or social issues.
