Municipal and Provincial Affairs
As Director of the Urban and Rural Planning Division with the Department of Municipal and Provincial Affairs, Stan Clinton has spent 30 years promoting innovation and excellence in land use planning. He has been instrumental in formulating legislation, creating policy and providing technical advice to municipalities in their efforts toward greater autonomy, self-reliance and accountability.
His greatest legacy is the creation of the Urban and Rural Planning Act, 2000. This legislation provides community leaders with appropriate tools to make timely decisions regarding growth and development and reflects the needs of modern-day municipalities in Newfoundland and Labrador.
As a professional land use planner, Stan applies legislation and planning tools to improve the quality of our communities and to promote sustainable development. In his early years, he was instrumental in the establishment of Gros Morne National Park; the creation of the Conne River Reserve; and the preparation and implementation of the Gander River Protected Area Plan. Most recently, he initiated a process for the creation of provincial land use policy.
Stan is noted for giving invaluable advice as well as exercising superior problem-solving skills. He has brought his professional planning expertise to numerous committees dealing with many far-reaching initiatives such as land claim negotiations.
Throughout his career with the public service Stan has demonstrated, in a quiet way, the commitment and principled action that gets things done and done well.
