Vivian Randell’s work in early childhood development, the redesign of Social Services, the development of the Strategic Social Plan and the progressive Income and Employment Support Act will impact social policy in this province for years to come. As a professional in the public service for more than 30 years, she was steadfast to her principles, committed to excellence and undaunted by seemingly unsurmountable challenges.
Vivian had the honour of being the province’s first director of day care and homemaker services. She was also among the pioneers of the first system of early child care and education in the province.
Vivian’s contributions and significant roles within the public service have positively affected the lives of some of our province’s most vulnerable citizens. The opinions and advice of this social champion are highly valued, and she stands high above the crowd in any discussion of social policy development.
Vivian demonstrated throughout her career that great things can be achieved through leadership and innovation. Her knowledge, skills and desire when combined with her determination and a true commitment to excellence in serving others has truly made a difference to the public service of this province.
