What is the Job Evaluation System?
In 2015, the Government of Newfoundland and Labrador implemented the Job Evaluation System (JES) for the majority of bargaining and non-bargaining/non-management positions in core Government departments and select agencies, boards, and commissions.
JES is a comprehensive and transparent classification framework that is pay equity compliant and gender neutral. The system assesses a job based on skill, effort, responsibility, and working conditions through the assessment of nine compensable factors:
- Knowledge focuses on the knowledge requirement of the position.
- Interpersonal Skills measure the breadth and depth of contact with others that is required.
- Physical Effort measures job demands that require physical effort and considers both intensity and frequency of job tasks.
- Concentration measures job demands that require concentration and alertness and considers both intensity and frequency of job tasks.
- Complexity reflects the on-going nature of problems and challenge associated with the position, and whether they are routine within the content of the job.
- Accountability/Decision-Making focuses on the scope of decision making associated with the position.
- Impact considers the scope of impact, both inside and outside the organization.
- Development and Leadership considers both the nature/scope of supervision and the number of employees being supervised.
- Environmental Working Conditions measure frequency and severity of exposure to undesirable characteristics in the work environment.
How to submit a job for review:
Requests for a job evaluation review may be submitted by the incumbent(s) or the Employer. A complete package must be submitted, which consists of a Position Description Questionnaire (PDQ) and a current organizational chart. If you require assistance gathering the necessary information, please consult with your Human Resources representative.
Submitting the required information for evaluation is important to ensure a thorough review is conducted. Failure to submit this information will result in the request being returned as incomplete. If an incumbent has questions regarding the results of a job evaluation review, they should discuss those concerns with their supervisor or Human Resources representative who can provide additional explanation and/or information on the job evaluation process.
Requests for job evaluation under JES can be submitted electronically through the online submission portal. For core Government departments, requests for job evaluation must be submitted via a Treasury Board submission. All other requests can be submitted by email to JobEvaluation@gov.nl.ca. A user account is required to submit your PDQ online. To create an account, please follow the instructions on the login screen: Online PDQ Submission Portal. If you require access as a Supervisor, Human Resource Representative or Permanent Head/Designate, first create your account and then contact the Classification and Pay Equity Division to have the appropriate role assigned to your account.

Classification Appeal Process:
If an eligible incumbent disagrees with the result of their job evaluation review, they can submit an appeal through the Public Service Commission. Please note that new positions and employer-initiated reviews are not eligible for appeal.
