Information Management and Protection Protocol for Employees on Extended Leave

Policy Statement
If an employee is on leave for a consecutive 30 calendar days, access to their network and e-mail accounts is to be suspended, and all IT assets are to be returned to the Government of Newfoundland and Labrador.

Application
This policy applies to all employees of Government departments regardless of status (permanent, temporary, seasonal, contractual, or student), with the exception of Executive members, or others granted access to meet business needs, upon the approval of the Deputy Minister or designate.

Definitions
IT Assets Technology components of an organization such as computers, mobile devices, software, hardware, applications, electronic storage devices, servers, printers and shared drives that have value to the organization.

Roles and Responsibilities

Executive
It is the responsibility of Executive to:
• Promote implementation of this policy in their department;
• Manage the risk for any employees for which exemptions are granted; and
• Ensure employees are informed of their responsibilities regarding acceptable use of IT assets and protecting information.

Department
It is the responsibility of individual departments to:
• Assist with communicating this policy to employees; and
• Ensure all supervisors/managers are following the policy.

Employee
It is the responsibility of employees to:
• Report absences and reasons for absences in a timely manner;
• Return all Government IT assets to their supervisor/manager once they have been on leave for a consecutive 30 calendar days (or earlier if  required by their supervisor/manager); and
• Provide advance notice of return to work after an extended absence.

Suspension of Access
If an employee is on leave for a consecutive 30 calendar days, their supervisor/manager is to notify the Office of the Chief Information Officer to have the employee’s network and e-mail accounts suspended.

When an employee advises that they are returning to work, the supervisor/manager is to notify the Office of the Chief Information Officer to have the employee’s network and e-mail accounts reinstated.

Unless otherwise indicated, all Government IT assets are to be returned to the supervisor/manager while the employee is on leave beyond the consecutive 30 days.

Deputy Ministers or designates may remove an employee’s access earlier than 30 calendar days or extend access beyond this timeframe, if deemed appropriate.
