Newfoundland and Labrador Paramedicine Regulation (NLPR)

Overview

NLPR is the regulator of Paramedicine for Newfoundland and Labrador as well as the registrar of emergency health services vehicles used in the provincial ambulance program.

INITIAL LICENCE INFORMATION

All Paramedicine providers wishing to practice in Newfoundland and Labrador must obtain a licence from NLPR through one of the following licence streams:

  • Not licenced – Applicants who do not hold an active Paramedicine licence in any Canadian jurisdiction fall under this licence stream. New graduates and providers not licenced within Canada meet this category.

    International applicants
    require an assessment on their Paramedicine education from outside Canada, to determine regulator eligibility. This assessment includes proof in English proficiency, when applicable.  Please contact NLPR to receive information on the international assessment and application process.
  • Labour mobility – This stream is for applicants that currently hold an active certification in Paramedicine within another Canadian jurisdiction and now wish to transfer their licence to Newfoundland and Labrador.

Annual RENEWAL INFORMATION

Entry to Practice Exam Information

NLPR requires applicants for Paramedicine not licenced in Canada to complete the Canadian Organization of Paramedic Regulators (COPR) entry to practice examination. For further information or access to download the COPR National Examination Handbook and Study Guide, please visit the COPR website at www.copr.ca

The COPR examination schedule is as follows:

2026 COPR Exam Dates Deadline for COPR Registration
 February 11, 2026  January 14, 2026
 May 6, 2026  April 8, 2026
 July 8, 2026  June 10, 2026
 September 9, 2026  August 12, 2026
 November 12, 2026  October 12, 2026

It is critical that candidates register with COPR directly on or before the Registration Deadline. A COPR representative will then forward exam information and payment instructions via email. NLPR does NOT collect these fees.

COPR Exam Fees
 ACP or PCP $650 + HST
 EMR $550 + HST

COPR accepts proof of education completion up to fourteen calendar days prior to COPR exam dates in order to maintain exam eligibility, if applicable.

Following each examination date, applicants will receive results directly from COPR. Applicants must forward their COPR Exam Report to NLPR for processing along with licence application documentation.
