The IPDO is responsible for determining whether the applicant meets NLPNP eligibility criteria for nomination. Before recommending a file for nomination, the IPDO will consider:
- The guidelines are contained in the Policy on Verification of Supporting Documents;
- Whether the documents and declarations submitted by the applicant confirm that the applicant meets the requirements of the Skilled Worker category;
- Whether they are satisfied that nominating the applicant will be of benefit to the economic development of Newfoundland and Labrador; and,
- Whether the applicant has the ability and intention to economically establish and permanently settle in Newfoundland and Labrador subject to sections 4.3 through 4.9 of Annex A of the Canada-Newfoundland and Labrador Immigration Agreement:

PROCEDURES:
- The IPDO will consult the above policy, and if they are satisfied that the applicant meets these criteria, they may recommend the applicant’s file for nomination to the Manager of Immigration Programs.
Once the IPDO has made a determination, they will recommend the file for nomination/refusal to the Manager of Immigration Programs.
