Overview
Immigration Program Development Officers (IPDOs) with the Office of Immigration and Multiculturalism (OIM) and The Department of Jobs, Growth and Rural Development (JGRD) are responsible for processing applications under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
IPDOs may receive applications from current employees of the Government of Newfoundland and Labrador. The IPDO will process files from employees of the Government of Newfoundland and Labrador as they normally would any file, with certain important exceptions.
PROCEDURES:
1. Before beginning to process their file, and after confirming that the individual is a current employee of the Government of Newfoundland and Labrador, the IPDO will inform the employee of the following:
- Government employees must use their personal email address and personal phone number when submitting an application and when liaising with OIM concerning their application. Government issued emails or phone numbers (e.g., @gov.nl.ca accounts or government landlines/mobiles) must not be used for any part of the immigration application or related communication.
- Government employees must not meet in person with the IPDO or other staff at OIM unless a formal meeting has been scheduled. Unscheduled drop-ins are not permitted.
- Government employees are not permitted to communicate about their application via internal messaging platforms such Microsoft Teams. All communication must go through the designated program channels (e.g., from personal email with the assigned IPDO, to the OIM inbox, or through the Immigration Accelerator).
- Government employees must not attempt to use their position or influence within government to impact the processing or outcome of their application. Any attempt to apply pressure or seek special treatment will be documented and may result in escalated review or denial of the application.
2. The IPDO will also provide the employee with the Government of Newfoundland and Labrador Conflict of Interest Policy.
3. If the IPDO discovers that the applicant has violated any of the above rules, or potentially placed themselves in a conflict of interest, they will report this immediately to the PNP Team Lead or the AIP Team Lead, depending on the program under which the employee applied.
4. The PNP or AIP Team Lead, upon review of the information, will inform the Manager, Immigration Programs, and recommend what, if any, further action is warranted.
5. The Manager, Immigration Programs will consult with the Director, Immigration Operations, about potential next steps. This could include communication with JGRD Corporate Services for further action.
