International graduates from Memorial University of Newfoundland (MUN) or College of the North Atlantic (CNA) may apply to the Newfoundland and Labrador Provincial Nominee Program (NLPNP) through the International Graduate category. International graduate applications working in a TEER level 4 occupation must be working in an in-demand field to qualify under the International Graduate category.
The purpose of this policy is to exempt international graduates from MUN or CNA from the requirement that they work in their field of study if they are employed as a Home Support Worker – National Occupational Classification (NOC) code 44101.
Graduates of MUN and CNA who are employed in NOC 44101 positions in Newfoundland and Labrador will be considered for nomination under the NLPNP International Graduate category, even though this occupation is classified as TEER 4 and is not included on the in-demand occupation list. The major group, Care providers and public protection support occupations (44), had a one-year retention rate of 85.7 per cent in 2022, according to Statistics Canada. Additionally, 80.6 per cent of NOC 44101 permanent residents from the period of 2022- Q3 2024 (Q3 2024 IRCC Microdata) are indicated as still residing in the province. This exemption reflects the provincial objective of retaining international graduates who have been educated in Newfoundland and Labrador and are contributing to essential services in the health and home care sectors.
Procedures:
- The IPDO assesses the applicant according to the criteria for nomination under the NLPNP. The IPDO notes that the applicant’s employment is NOC 44101 – Home Support Worker, which is a TEER 4 occupation that is not included on the list of in-demand occupations.
- The IPDO will note in the online application system whether the applicant has submitted a complete application and that there are no outstanding documents to submit. In a case where the applicant is a graduate of MUN or CNA, the IPDO will exempt the applicant from the need to be working in their field or in an in-demand occupation.
- The IPDO will process the file in all other aspects with no deviation from normal practices.
- The IPDO will recommend the file for approval to the Team Lead, and if no concerns are found, the file will be approved. If complexities are noted, the file will be referred to a Manager of Immigration Programs for further review.
- The IPDO will proceed with the steps for nomination as outlined under the Completing Final Assessment and Recommendation to Approve/Refuse policies.
Exceptions to Policy:
- This policy is not applicable for graduates from outside of NL.
