Want to Start a Business and Live in Newfoundland and Labrador?

The International Entrepreneur category is for experienced business owners or senior managers who want to live in Newfoundland and Labrador permanently.

To qualify, you must:

  • Start or buy a business in the province
  • Actively manage it every day
  • Run the business for at least one full year

If you meet all the requirements, you may be nominated for permanent residency.

How to Apply

  1. Read the Guide to check if you’re eligible
  2. If you qualify, submit an Expression of Interest (EOI)
  3. If selected, you’ll get an Invitation to Apply (ITA)
  4. Complete the application and include all required documents

Fees and Costs

  • No fee to apply under this category
  • You’ll need to cover costs for required documents (e.g., language tests, credential assessments, translations, etc.)
  • You’re also responsible for travel costs for your exploratory visit and in-person interview
  • Government of Canada fees apply when applying for a work permit and permanent residence

Net Worth Verification Report

As part of your application, you must submit a Net Worth Verification Report prepared by one of the designated verifiers listed below.

Here’s what you need to do:

  1. Choose a designated verifier from the official list.
  2. Submit your financial documents to them. A checklist is available online, but they may ask for more documents or request an interview.
  3. Give written permission (including your ITA number) for the verifier to send the report directly to the Office of Immigration and Multiculturalism (OIM). Only reports sent directly by the verifier will be accepted.
  4. Make sure all your info is accurate and up to date to avoid delays.

You can review the report with the verifier before it’s submitted.

You are responsible for all costs related to the verification process.
