Are You a Graduate Running a Business in Newfoundland and Labrador?

The International Graduate Entrepreneur category is for graduates of Memorial University or College of the North Atlantic who:

  • Have started or bought a business in Newfoundland and Labrador
  • Have actively managed it for at least one full year

If you meet the criteria, you may be eligible for permanent residency.

How to Apply

  1. Read the Guide to check your eligibility
  2. If you qualify, submit an Expression of Interest (EOI)
  3. If selected, you’ll receive an Invitation to Apply (ITA)
  4. Complete the application and include all required documents

Review Engagement & Special Purpose Report

As part of your application, you must submit two reports:

  1. Review Engagement – A review of your business’s financial statements, including a formal conclusion.
  2. Special Purpose Report – An opinion that covers:
    • The financial health and future sustainability of your business
    • Recommendations for improvement
    • Any issues found during the review
    • A business overview (e.g., market, product, competition, financials)

Who Can Prepare These Reports?

Only a licensed Chartered Professional Accountant (CPA) in Newfoundland and Labrador can prepare these reports. They must hold a public accountant’s license under the Chartered Professional Accountants and Public Accountants Act.

What You Need to Do

  • Choose a licensed verifier
  • Submit all required documents (they may also offer compilation services)
  • Provide written permission (with your ITA number) for them to send the reports directly to OIM
  • Make sure all information you provide is accurate and up to date

You can review the reports with your verifier before they’re submitted, but only those sent directly by the verifier to OIM will be accepted.
