Municipal Training Fund (MTF)

The Municipal Training Fund (MTF) provides financial support to municipalities for expenses related to training and professional development.

To qualify, training and professional development activities must be endorsed or approved by the Department of Municipal and Community Affairs. Eligible opportunities include those provided by the Professional Municipal Administrators (PMA), Municipalities Newfoundland and Labrador (MNL), and events such as conferences, regional meetings, and courses delivered directly by the Department. Additionally, Clean Drinking Water Workshops facilitated by the Department of Environment and Climate Change are also eligible.

New Eligibility – Mental Health and Wellness Training

Effective September 2025, MTF will also support costs associated with mental health and wellness training. Eligible programs include, but are not limited to:

  • Mental Health First Aid offered by St. John’s Ambulance.
  • Workplace Psychological Health and Safety course offered by the Mental Health Commission of Canada.
  • Other recognized mental health and wellness training programs subject to Departmental pre-approval

All existing parameters regarding reimbursement amounts and eligibility remain unchanged as outlined below.

Municipalities are eligible for $2,000 for the period of April 1 to March 31:

  • First $1,000 is a non-cost shared component with municipal training expenditures reimbursed at 100%.
  • Second $1,000 is a cost-shared component with municipal training expenditures reimbursed as follows:
    • Population under 500, municipality reimbursed to a max of 75% of eligible training costs.
    • Population 500 or greater, municipality reimbursed to a max of 50% of eligible training costs.

 Local Service Districts are eligible for $1,000 for the period of April 1 to March 31:

For training expenditures related only to clean drinking water workshops, fire school and Mental Health and Wellness:

  • First $750 is a non-cost shared component with LSD training expenditures reimbursed at 100%.
  • Remaining $250 will be reimbursed as follows:
    • Population under 500, LSD reimbursed to a max of 75% of eligible training costs
    • Population 500 or greater, LSD reimbursed to a max of 50% of eligible training costs

 MTF Application Form 2026 must be completed and submitted along with copies of receipts, agenda, workshop or course outline, and any other documents required to support the claim.
