Policy Statement
The Public Service Commission (PSC) recognizes eligibility lists as an effective and efficient method to recruit for current and anticipated vacancies within occupational categories. An occupational category may contain multiple position types and classifications.
Application
This policy applies to all organizations specified in Schedule A of the Public Service Commission Act (PSC Act) and to positions in those organizations not otherwise excluded by Section 4 thereof.
Definitions
For the purpose of this policy:
Delegated Staffing Authority – delegated authority from the PSC to another government entity to exercise and perform powers and functions of the PSC related to appointment and promotion.
Eligibility List – an inventory of candidates who have been assessed and deemed recommendable through a merit-based process for an occupational category.
Selection Board – a designated panel/committee led by a Selection Board Chair, convened to conduct competitions for the recruitment of public service positions.
Selection Board Chair – an official who is certified and acting on behalf of the PSC on a Selection Board, convened to conduct competitions for the recruitment of public service positions.
Roles and Responsibilities
Department/Agency
It is the responsibility of the Department/Agency to:
- initiate requests for recruitment; and,
- consider filling positions from existing and available eligibility lists as recommended by the Delegated Staffing Authority or the PSC.
Delegated Staffing Authority
It is the responsibility of the entity that holds Delegated Staffing Authority to:
- conduct full recruitment processes to create and maintain eligibility lists for occupational categories;
- determine when and how eligibility lists will be used; and,
- facilitate application management and candidate engagement.
Selection Board
It is the responsibility of the Selection Board to:
- conduct assessment activities as per the Competitive Process Policy.
Public Service Commission
The Commission shall:
- monitor and audit to ensure compliance with this policy;
- provide guidance and interpretation of this policy; and,
- adjudicate complaints related to the application of this policy, pursuant to the PSC Act.
