The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act. 

UNDERTAKING REGISTERED:

Star Lake to Valentine Gold Transmission                                         (Reg. 2136)
Line TL271 Project
Proponent: Newfoundland and Labrador Hydro

The proponent proposes to construct a 40-kilometre, 69-kilovolt transmission line from the Star Lake Generating Facility to the proposed Valentine Gold Project (Registration 2015) in order to provide the necessary power to operate the proposed gold mine. Construction will involve upgrades to the Star Lake Facility, clearing a 25 metre-wide easement, erecting transmission line structures and installing conductors. The operation will take place for the life of the gold mine and will involve routine maintenance, which may require access to any point along the transmission line.

The undertaking was registered on May 5, 2021; public comments are due by June 11, 2021; and, the minister’s decision is due by June 19, 2021.

ENVIRONMENTAL PREVIEW REPORT DEFICIENT:

Foxtrap Pasture Land Road Quarry                                               (Reg. 2103)
Proponent: C.W. Parsons Limited

In January 2021, the minister provided the environmental preview report (EPR) guidelines to the proponent for the preparation of an EPR. The proponent submitted an EPR on March 24, 2021. The minister has advised the proponent that the EPR submitted for review for this project is deficient and that a revised EPR is required to address the information deficiencies which include, but are not limited to: more detail in the visibility management plan, more information regarding surrounding properties and any potential light pollution from the project.
