The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

North River Culvert Replacement                                                         (Reg. 2137)
Proponent: The Town of North River

The proponent proposes to replace a culvert on Calm Hole Road, in the Town of North River, where a drainage stream crosses the roadway and flows into the North River. Installation of the culvert would eliminate vehicle passage through the stream. The work would take approximately 3-4 hours to complete and would be conducted by a contractor using a back hoe and dump truck. Silt barriers would be installed prior to construction.

The undertaking was registered on May 10, 2021; public comments are due by June 14, 2021; and, the minister’s decision is due by June 24, 2021.

Wooddale Area Vegetable and Forage Production                          (Reg. 2138)
Proponent: Kent Fudge  

The proponent proposes to develop 88 hectares of Crown land for the production of vegetables and forage. Farm development will take place over a two to five-year period and include an area of peat bog. The site is located approximately five kilometres northeast of Jewer’s Brook, near Wooddale in Central Newfoundland. No farm buildings will be constructed and produce will be transported off-site for processing.

The undertaking was registered on May 10, 2021; public comments are due by June 14, 2021; and, the minister’s decision is due by June 24, 2021.

UNDERTAKING RELEASED:

Hammerdown Gold Mine                                                                         (Reg. 2091)
Proponent: Maritime Resources Corporation

The project was released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the project, within one year from the date of this release letter and to provide additional updates, if requested. Flat Bay Gypsum Tailings Processing                                                (Reg. 2123)
Proponent: Red Moon Resources Inc.                                   

The project was released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • Prior to commencing any work related to this project, a Water Resources Management Plan, must be prepared and submitted to the Water Resources Management Division for review and approval. The Water Resources Management Plan should address/answer the following concerns/questions:  if there is any potential for onsite drainage water or dewatering water to discharge into a natural water body, describe the precautionary measures, such as vegetative cover, filter strip, silt curtain, etc., that will be deployed to ensure the effluent or runoff meets the requirements of the Environmental Control Water and Sewage Regulations, 2003. Location of ditching and discharge points required.
  • A Dust Management Plan shall be submitted to and approved by the Minister of Environment and Climate Change prior to the start of the project.
  • A Transportation Management Plan shall be submitted to and approved by the Minister of Environment and Climate Change prior to the start of the project. The Transportation Management Plan should address concerns regarding potential impacts to the Town of St. George’s with respect to public safety, noise, and road conditions resulting from the shipping of gypsum through a section of the town to the Turf Point Shipping Facility, and should be prepared in collaboration with the Town of St. George’s.
  • The proponent is  required to advise the Environmental Assessment Division when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled to EAProjectComments@gov.nl.ca.
  • The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all  permits, licenses, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if requested. Project updates should be emailed to EAProjectComments@gov.nl.ca.
