The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
Joyce Lake Direct Shipping Iron Ore Project (Reg. 2143)
Proponent: Joyce Direct Iron Inc.
The proponent is proposing to develop an iron ore mine within western Labrador, approximately 20 kilometres northeast of the Town of Schefferville, Québec. The project would use a process involving the dry crushing and dry screening of ore to produce up to 2.5 million tonnes of product per year of iron ore products which would be trucked to the existing railway owned by Tshiuetin Rail Transportation Inc., then along the Quebec North Shore and Labrador railway for delivery to the Port of Sept-Îles, Québec. The project would consist of an open pit that requires the dewatering of Joyce Lake; a low grade stockpile; waste rock and overburden stockpiles; a modular/portable dry crushing and screening processing plant; an accommodations complex; ancillary infrastructure to support the mine and dry processing plant; a haul road between the processing plant and railway yard; a 1.2 kilometre rock causeway linking the open pit area to the mainland across Iron Arm; and a 7 kilometre railway loop and railway yard for loading products. As the crushing and screening plant would use a dry process to produce final products, no tailings management is required. Construction is expected to last one year, followed by seven years of operation and one year for decommissioning and rehabilitation.
The undertaking was registered on May 21, 2021; public comments are due by June 29, 2021; and, the minister’s decision is due by July 5, 2021.

Humber Village Apple Orchard (Reg. 2125)
Proponent: Briarside Affairs Limited
The project is released subject to the following conditions:
- The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The proponent is required to advise the Environmental Assessment Division when the conditions of release have been met.
- The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if requested.
