The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
CBPP Zone 7 (Districts 9 and 16) Five-Year Operating Plan (2022-2026) (Reg. 2145)
Proponent: Corner Brook Pulp and Paper Limited
The proponent has submitted a proposal for a Five-year Operating Plan for Zone 7, which includes Forest Management Districts 9 and 16 surrounding White Bay. Zone 7 extends from Deer Lake in the west to Cat Arm in the north and includes all of the Baie Verte Peninsula. The plan describes proposed timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2022 to December 31, 2026.
The undertaking was registered on June 30, 2021; the deadline for public comment is August 6, 2021; and, the minister’s decision is due by August 14, 2021.
CBPP Zone 3 Five-Year Forestry Operating Plan (2022-2026) (Reg. 2146)
Proponent: Corner Brook Pulp and Paper Limited
The proponent has submitted a proposal for a Five-Year Operating Plan for Zone 3 consisting of Forest Management Districts 5 (Bonavista North) and 6 (Glenwood). Occupying an area generally from Central Newfoundland between Seal Bay in the northwest, easterly to New-Wes-Valley in the northeast, southerly to Terra Nova National Park in the east and west to the Bay D’Espoir Highway near Great Gull Lake. The plan describes timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2022 to December 31, 2026.

Parker’s River Arctic Char and Atlantic Salmon Habitat Restoration (Reg. 2147)
Proponent: World Wildlife Fund Canada
The proponent proposes to restore biological conditions at the mouth of Parker’s River that are necessary for the survival of key life stages of Arctic Char and Atlantic Salmon and to help maintain their local populations. The project area is approximately 4225 square metres and is located near Cook’s Harbour on the Great Northern Peninsula.
The major undertakings include dredging and bank stabilization in the river channel. Large wood will placed in the channel banks at the location of the new pools to provide critical cover habitat for the fish. The access road south of the river may be upgraded to allow for heavy equipment if necessary. No new road construction is required. The access and staging areas will be revegetated with native seed, trees and shrubs.
The undertaking was registered on July 2, 2021; the deadline for public comments is August 6, 2021; and, the minister’s decision is due by August 16, 2021.
UNDERTAKING RELEASED:
Grand Falls-Windsor to Badger Distribution Feeder Upgrades (Reg. 2127)
Proponent: Newfoundland Power
The project was released subject to the following conditions:
- The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the
- The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if requested.
