The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Crown Zone 2 Five-Year Forestry Operating Plan (2022-2026)         (Reg. 2161) Proponent: Department of Fisheries, Forestry and Agriculture

The proponent has submitted a proposal for a Five-Year Forest Management Plan for Zone 2, which is located in eastern area of the Island of Newfoundland. The project extends from Long Harbour River, Northwest River, and Terra Nova National Park in the west to Come By Chance in the east and includes all of the Bonavista Peninsula, Burin Peninsula, and all of the islands in Placentia Bay. The plan describes commercial and domestic timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2022 to December 31, 2026.

The undertaking was registered on August 12, 2021; the deadline for public comments is September 16, 2021; and, the minister’s decision is due by September 26, 2021.

 

Crown District 22 Five-Year Forestry Operating Plan (2022-2026)   (Reg. 2162)
Proponent: Department of Fisheries, Forestry and Agriculture

The proponent has submitted a Five-Year Forest Management Plan for Forest Management District 22. District 22 is generally located in Western Labrador, bounded by the Quebec-Newfoundland and Labrador border in the west and Forest Management Districts 19b, 23 and 24 to the east and north. The plan describes commercial and domestic timber harvesting operations, construction of access roads, silviculture monitoring and research, and forest protection activities. The plan covers the period from January 1, 2022 to December 31, 2026.

The undertaking was registered on August 12, 2021; the deadline for public comments is September 16, 2021; and, the minister’s decision is due by September 26, 2021.

 

Bay de Verde Microbrewery                                          (Reg. 2163)

Proponent: Bay de Verde Brewing Company

The proponent is proposing to develop a five-barrel capacity microbrewery, taproom and retail area within an existing building located at 1 Noonans Land in Bay de Verde.  The microbrewery would produce 1525 hectolitres (1300 barrels) of beer per year.

The undertaking was registered on August 11, 2021; the deadline for public comments is September 16, 2021; and, the minister’s decision is due by September 25, 2021.

The proponent has submitted a proposal for a Five-Year Forest Management Plan for Zone 1, which includes the entire Avalon Peninsula and proceeds west to Come By Chance. The plan describes commercial and domestic timber harvesting operations, construction of access roads and silviculture activities. The plan covers the period from January 1, 2022 to December 31, 2026.

The undertaking was registered on August 12, 2021; the deadline for public comments is September 16, 2021; and the minister’s decision is due by September 26, 2021.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Indian Head Hatchery Expansion Project                                           (Reg. 1975)
Proponent: Northern Harvest Smolt Ltd.

On July 15, 2021, the minister advised the proponent that an Environmental Preview Report (EPR) is required for the project. An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EPR. The Environmental Assessment Committee includes representation from the following provincial and federal government agencies:

  • Department of Environment and Climate Change
    • Environmental Assessment Division – Committee Chair
    • Pollution Prevention Division
    • Water Resources Management Division
  • Department of Fisheries, Forestry and Agriculture
    • Aquaculture Development Division
    • Policy and Planning Division
  • Fisheries and Oceans Canada
    • Habitat Protection Division
