Premier Furey Announces Senior Appointments

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, today announced a number of senior public service appointments.

  • Karen Stone Q.C. is appointed as Deputy Minister of the Department of Tourism, Culture, Arts, and Recreation.
  • Andrea McKenna is appointed as Deputy Minister of the Department of Health and Community Services.
  • Elizabeth Lane is appointed as Secretary of the Treasury Board, in the Office of the Executive Council.
  • Alan Doody is appointed as Associate Deputy Minister of the Department of Health and Community Services.

BACKGROUNDER

Biographical Information

Karen Stone Q.C.
Karen Stone Q.C. served as the Deputy Minister of Health and Community Services since 2019. Ms. Stone began her public service career in 1995 as a solicitor at the Department of Justice. She provided legal advice to numerous government departments before joining the Department of Health and Community Services in 2005 as its Legislative Consultant.

She has held the positions of the Assistant Secretary to Cabinet (Social Policy) with the Office of the Executive Council, Assistant Deputy Minister of Policy and Planning, and Assistant Deputy Minister of Population Health at the Department of Health and Community Services.

Ms. Stone’s law degree is from Osgoode Hall Law School and she has a Bachelor of Arts and a Certificate in Public Administration from Memorial University. She holds a Certificate in Alternate Dispute Resolution from the University of Windsor.

Andrea McKenna
Andrea McKenna joined the Government of Newfoundland and Labrador in 2007. Prior to that she worked in Dublin, Ireland for the Department of Foreign Affairs and the Irish Government. She most recently served as Associate Deputy Minister with the Department of Health and Community Services.

Ms. McKenna has held a variety of positions with the Departments of Health and Community Services, Transportation and Infrastructure; Business; Innovation, Trade and Rural Development, and the Office of Climate Change and Energy Efficiency.

Ms. McKenna holds a Bachelor of Arts and a Bachelor of Business Administration from Memorial University of Newfoundland and Labrador and a Master of Business Studies from the University College Dublin.

Elizabeth Lane
Elizabeth Lane first joined the Newfoundland and Labrador public service in 1998.  Since that time she has held several leadership positions in government. Since August, 2018 she has held the position of Assistant Deputy Minister, responsible for both Collective Bargaining and Human Resource Management with the former Human Resources Secretariat, as well with Treasury Board Secretariat.

Prior to that role, she has held a number of progressively responsible positions in her career within the public service, including Director of Labour Relations with the Newfoundland and Labrador Health Boards Association and Director of Collective Bargaining for the Government of Newfoundland and Labrador.

Ms. Lane holds a Master of Employment Relations degree and a Bachelor of Commerce degree from Memorial University. She also serves as a per-course instructor in the Faculty of Business at Memorial University.

Alan Doody
Alan Doody started his career with the Government of Newfoundland and Labrador in 2013. Before working with Government, he served 20 years in the Canadian Armed Forces. Prior to his most recent role as the Assistant Secretary to Cabinet (Economic Policy) with the Office of the Executive Council, he served as  Assistant Deputy Minister, Regional Services with the Department of Health and Community Service.

He has also held the positions of Assistant Deputy Minister, Digital Government and Services Branch of Digital Government and Service NL and was the Registrar of Motor Vehicles.

Mr. Doody holds a Bachelor of Engineering (Civil) and a Master of Defence Studies from the Royal Military College of Canada.
