To further support population growth by accelerating immigration, the Honourable Gerry Byrne, Minister for Immigration, Population Growth and Skills, opened up the newcomer portion of Pathways Job Matching on September 29.
The department has since received unsolicited inquiries from international graduates elsewhere in Canada, who are interested in living and working in Newfoundland and Labrador and who would like to avail of this program to assist their job search.
In response, the department is now accepting applications from international graduates with a valid post-graduate work permit living anywhere in Canada.
The Pathways Job Matching program is now actively seeking applications from jobseekers who are:
- Open work permit holders living throughout Canada, and
- International graduates with post-graduate work permits living throughout Canada.
Given this broadening of eligibility, the deadline for submitting applications has been lifted until further notice.
As part of ongoing efforts to accelerate immigration to 5,100 permanent residents annually by 2026, international graduates, the spouses of international students, as well as individuals who have open work permits here and in other parts of Canada who would like to relocate to the province, are encouraged to visit here and complete the on-line registration form.
The form will require each applicant to submit an electronic version of their work permit, resume, as well as their occupation classification. Applicants with questions can send their enquiries to pathways@gov.nl.ca.
Department staff will then work to match this group of newcomer applicants to the labour needs of participating employers.

The employer intake portion of the program remains open. Employers looking to participate can apply online.
This latest population growth initiative supports the Provincial Government’s commitment to minimize the challenges faced by newcomers, their families, employers, and organizations. It is one of several actions in support of efforts to triple immigration annually by 2026 such as:
- Supporting integration and settlement of newcomers, including employment and training, foreign qualification recognition, language training, cultural supports, and other initiatives to help newcomers adapt to their new home and foster a sense of belonging.
- Developing a new online application system to make it easier and faster for newcomers to Canada to settle in Newfoundland and Labrador. The system will be user-centered, with enhanced functionality for applicants and employers.
- Launching promotional and marketing campaigns focused on attracting prospective residents from other parts of Canada and around the world.
- Increasing immigration staff, including personnel to assist employers with immigration, and to help newcomers navigate the immigration system. Staff will also enhance employee capacity in settlement and integration, and diversity, equity and inclusion.
- Adding English as a Second Language (ESL) instructors in the K-12 school system, building on investment in additional ESL hires from the two previous budgets.
- Increasing training for Provincial Government staff to better support newcomers.
