The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
St. John’s Long Pond Flood Control Structure (Reg. 2183)
Proponent: City of St. John’s
The proponent is proposing to construct a flow control structure and associated flood mitigation infrastructure at Long Pond on Rennies River in St. John’s. A flow control structure is proposed at the outlet of Long Pond, and a cast-in-place concrete wall and two earth berms are proposed between Clinch Crescent and Prince Philip Drive. UNDERTAKING RELEASED:
Portugal Cove St. Philips Marine Ingredients Plant (Reg. 2174)
Proponent: Windy Heights Farm and 63562 Newfoundland and Labrador Limited
The project has been released subject to the following conditions:
- The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The Pollution Prevention Division requires the following:
- For odour monitoring purposes, the proponent is to notify the Pollution Prevention Division, prior to receiving shipments of fish, with the particulars of that shipment including date, volume and source.
- The proponent is required to develop a contingency plan specific to the proposed undertaking to enable a quick and effective response to a spill event, including a spill of feedstock or a hazardous material, and to have spill response equipment readily available on-site.
- The proponent is required to submit a Waste Management Plan that identifies how to manage all potential waste streams generated at the facility, for approval prior to project commencement. The plan should be comprehensive and include details on odour and vector management during all stages of processing, including storage of preprocessed feedstock. Contingency plans must be included that identify disposal options for preprocessed feedstock, process and wash water, and residual solids in the event that these waste streams cannot be fully utilized.
- The Water Resources Management Division requires that the wash water used for irrigation be tested for bacteria and pathogens, prior to discharge or use, to verify there are no potential adverse effects to other groundwater users in the area.
- The proponent is required to advise the Environmental Assessment Division when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
- The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if requested.
