The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKINGS REGISTERED:
Deer Lake Municipal RV Park and Campground (Reg. 2194)
Proponent: Deer Lake Park Limited
The proponent proposes to expand the existing municipal RV park and campground located within the Town of Deer Lake. Park expansion would include development of a 3.6 hectare section within the existing park; the addition of a 9.7 hectare parcel of land adjacent to the park; and, the 10.1 hectare island at the mouth of the Humber River. Accommodations would include RV sites, tenting lots, cabins, geodesic domes and treehouses. Work would include tree clearing, installation of infrastructure for electrical and water and sewer services, and the construction of access roads and a suspension bridge to the island. The undertaking was registered on April 13, 2022; the deadline for public comment is May 19, 2022; and the minister’s decision is due by May 28, 2022.
Middle Brook Fishway Refurbishment (Reg. 2195)
Proponent: Department of Fisheries and Oceans Canada
The proponent proposes to refurbish an existing fishway located in Middle Brook at Gambo to enable the continued operation of the fishway and migration of salmon upstream to spawning grounds. Construction activities would include the installation of new water control structures, refurbishment of existing uplands, replacement of the damaged fishway weir wall, and replacement of the existing concrete stop log sill. ENVIRONMENTAL IMPACT STATEMENT REQUIRED:
St. Lewis River Atlantic Salmon Habitat Enhancement Project (Reg. 2032)
Proponent: Atlantic Rivers Outfitting Company
The minister has advised the proponent that an environmental impact statement (EIS) is
required for the project. Additional information is needed to inform the minister of the
following, including, but not limited to: the purpose and rationale for the project; potential effects on existing upstream species and habitat; a quantitative evaluation of salmon and other species; fishway design details; plans for long-term monitoring, maintenance, and contingencies including financial considerations; and, the location of human receptors and potential effects on traditional land use and resource activities. An Environmental Assessment Committee (EAC) will be appointed to provide scientific and technical advice to the minister and to draft guidelines for the proponent to assist with the preparation of the EIS.
