The Honourable Dr. Scott Reid, Minister of Environment and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Toqlukuti’k Avalon Isthmus Green Energy Project                          (Reg. 2368)
Proponent: Toqlukuti’k Wind and Hydrogen Ltd.

The proponent is proposing to construct and operate a 2,500 to 3,200 megawatt (MW) onshore wind energy project consisting of 515 turbines in the isthmus of the Avalon to south of Clarenville in Eastern Newfoundland. The industrial facilities will include an electrolyzer capacity of 2,000 to 2,500 MW and ammonia production capacity of 4,400 to 5,550 tonnes per day. The undertaking was registered on July 29, 2025. The deadline for public comments is September 2, 2025, and the Minister’s decision is due by September 12, 2025.

ENVIRONMENTAL IMPACT STATEMENT SUBMITTED:

Kami Iron Ore Mine Project                                                                     (Reg. 2301)
Proponent: Champion Kami Partner Inc.

The proponent is proposing to construct an iron ore mine in Labrador West. On June 13, 2024, the Minister required the proponent to submit an environmental impact statement (EIS) to provide further information on the potential environmental impacts of the project and measures to mitigate them. The minister is seeking public comments on the EIS, which is available on the Department of Environment and Climate Change website at: www.gov.nl.ca/ecc/projects/project-2301/.
