The Honourable Dr. Scott Reid, Minister of Environment and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.

ENVIRONMENTAL PREVIEW REPORT REQUIRED AND ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Avalon Isthmus North Atlantic Refining Corp. Green Energy Project (Reg. 2363)
Proponent: North Atlantic Refining Corp.
The Minister has advised the proponent that an Environmental Preview Report (EPR) is required for the project. Additional information is needed to inform the Minister of the following, including, but not limited to:

  • source water supply, water balance, and water resources management;
  • wastewater, effluent streams and dispersion, and outfall locations;
  • air dispersion modeling;
  • greenhouse gas emissions;
  • wildlife and habitat;
  • highway access and effects of project on highway infrastructure;
  • quarries, quarry materials and mineral rights;
  • viewscape;
  • water quality monitoring; and
  • detailed plans for project components, including, but not limited to:
    • wind farms, access roads, hydrogen production facilities and marine terminal,
    • workforce accommodations and water and sewer services, and
    • concrete batch plant; and
    • waste management.

An Environmental Assessment Committee (EAC) has been appointed to provide scientific and technical advice to the Minister and to draft guidelines for the proponent in preparing the EPR. The EAC includes representatives from the following provincial and federal government agencies:

  • Department of Environment and Climate Change
    • Environmental Assessment Division – Chair
    • Climate Change Branch
    • Pollution Prevention Division
    • Water Resources Management Division
  • Department of Fisheries, Forestry and Agriculture
  • Department of Industry, Energy and Technology
  • Department of Tourism, Culture, Arts and Recreation
  • Department of Transportation and Infrastructure
  • Environment and Climate Change Canada
  • Fisheries and Oceans Canada

Proponent: MOWI Canada East Inc.

On September 5, 2025, the Minister of Environment and Climate Change informed MOWI Canada East Inc. that under the authority of Section 67(3) (a) of the

Environmental Protection Act, the Lieutenant-Governor in Council has released the

Indian Head Hatchery Expansion Project from further environmental assessment, subject to the terms and conditions of the Project Release Order available on the Department of Environment and Climate Change website at: www.gov.nl.ca/ecc/projects/project-1975/
