The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.
Undertakings Registered:
Crown Zone 8 (Districts 17 & 18) Forestry Operating Plan Amendment (2023-2027)
Proponent: Department of Forestry, Agriculture and Lands (Reg. 2381)
The proponent has proposed an amendment to the Zone 8 Five-Year Operating Plan (2023-2027) for Districts 17 and 18. Forest Management Planning Zone 8 extends from Gros Morne National Park in the south to the community of St. Anthony in the north. The amendment is necessary to salvage silviculture treated stands. Little Rapids Residential Construction (Reg. 2380)
Proponent: Tony Young
The proponent plans to construct a single dwelling on a 0.78-hectare residential lot at 431A Marble Drive in the community of Little Rapids. The undertaking is adjacent to the Humber River, a scheduled salmon river. Construction would include the installation of a well and septic system and a new driveway and landscaping. Point Rousse Port Expansion (Reg. 2379)
Proponent: Point Rousse Marine Terminal Ltd.
The Government of Newfoundland and Labrador and the Impact Assessment Agency of Canada (the Authorities) are each required to conduct an assessment of the above noted project. The Authorities are working together to avoid duplication in the assessment process, and each Authority will make a decision on the undertaking.
The proponent is proposing to upgrade the existing Point Rousse Marine Terminal on the Baie Verte Peninsula. The project would involve the construction of a second berth to increase export capacity for crushed aggregate and armourstone from nearby quarry operations. Future operations at the port may include shipping mining concentrates from third party operations. Construction and new infrastructure would include a port access road, storage/laydown areas, shoreline infilling, armourstone protection, two rock filled access causeways, a dock structure, and a barge.

On December 4, 2025, the minister advised the proponent that the Environmental Protection Plan (EPP) for the project was reviewed and found to be acceptable.
