The Honourable Chris Tibbs, Minister of Environment, Conservation and Climate Change, has announced the following relative to Environmental Assessment – Part 10 – of the Environmental Protection Act.
UNDERTAKING REGISTERED:
North Arm River Bridge Replacement (Reg. 2382)
Proponent: Department of Transportation and Infrastructure
The proponent is proposing to replace an aged and deteriorated bridge on North Arm River along Route 90 and approximately four kilometres southwest of Holyrood. The project includes demolition and removal of the existing bridge and the construction of a new bridge. The undertaking was registered on December 18, 2025. The deadline for public comment is January 23, 2026, and the minister’s decision is due by February 1, 2026.

APPROVED ENVIRONMENTAL IMPACT STATEMENT GUIDELINES ISSUED:
Toqlukuti’k Avalon Isthmus Green Energy Project (Reg. 2368)
Proponent: Toqlukuti’k Wind and Hydrogen Ltd.
The minister has issued the approved guidelines for the preparation of the environmental impact statement (EIS) for the Toqlukuti’k Avalon Isthmus Green Energy project. The EIS guidelines document identifies the information that the proponent will be required to address in the EIS. St. Lawrence Spaceport Complex (Reg. 2375)
Proponent: NordSpace Atlantic Corporation
The project has been released from environmental assessment subject to the conditions as outlined in the minister’s decision letter available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2375/
CONDITION OF RELEASE MET:
South Brook Quarry (Reg. 2073)
Proponent: Shoreline Aggregates Inc.
On December 19, 2025, the minister advised the proponent that the Geotechnical Report for the project was found to be acceptable. This report was required as a condition of release from environmental assessment and is available on the Department of Environment, Conservation and Climate Change website at: www.gov.nl.ca/eccc/projects/project-2073/. The minister also advised that the condition requiring a Memorandum of Agreement with the Water Resources Management Division for the installation of a real time water monitoring station has been completed and no further real-time water monitoring stations are required at this time.
