Elections Newfoundland and Labrador Mail Service Disruption Update

  • Office of the Chief Electoral Officer

October 3, 2025

In response to the ongoing mail service labour disruption, Elections NL has enacted a comprehensive contingency plan. We want all Newfoundlanders and Labradorians to know that they will be able to participate fully in the General Election and that it will be conducted in a fair, democratic and accessible manner.

The following release is intended to offer current information on Vote-by-Mail Kits, Voter Information Cards and In-person Voting Options.

Vote-by-Mail Kits

Vote-by-Mail kit delivery is ongoing, using alternative delivery services, including courier, messenger and cargo services based on regional availability. Voters who chose to Vote-by-Mail are responsible for returning their kit by the established deadlines. Voters should not put their Vote-by-Mail kit in a Canada Post mailbox as it will not be delivered due to the ongoing mail service labour disruption.

Kits can be returned:

  • To the nearest Elections NL District Returning Office, by Thursday, October 9, at 4:00 p.m. (3:30 p.m. in most of Labrador)
  • To Elections NL headquarters (Suite 100, 24 Stavanger Drive, St. John’s), by Saturday, October 11, at 4:00 p.m.
  • By arranging pickup with your District Returning Office
  • Using the delivery service of their choice, either to the nearest Elections NL office or headquarters by the established deadlines.

Voters who are homebound, in remote communities or otherwise require assistance returning a kit are asked to call 1-877-729-7987.

Voter Information Cards
As a result of the ongoing mail service labour disruption, the normal household delivery of Voter Information Cards will not be available. Voter Information Cards are not required to vote, they are distributed for informational purposes only as they provide specific voting locations and times. They can not be used as identification in an election.

Electors seeking information on where, when, and how they can vote have the following options:

  • The Elections NL website offers a variety of tools for electors to locate their voting locations, including a “Where to Vote” function
  • Electors can call 1-877-729-7987 for information about where and when they can vote
  • Digital Voter Information Cards will be available for registered electors to download. This service will be available on the Elections NL website starting Monday, October 6.

In-person Voting Options

The following three options are still available for electors to vote in the general election:

  1. Early voting by Special Ballot at 70+ Elections NL locations throughout the province until October 7 at 6:00 p.m. (half an hour earlier in most of Labrador)
  2. Advance Polls on October 7 (8:00 a.m. – 8:00 p.m., half an hour earlier in most of Labrador)
  3. Election day on October 14 (8:00 a.m. – 8:00 p.m., half an hour earlier in most of Labrador)
