Premier Hogan Announces Senior Public Service Appointment

The Honourable John Hogan, KC, Premier of Newfoundland and Labrador, today announced the appointment of Denis Mahoney, KC, as Clerk of the Executive Council and Secretary to Cabinet in the Office of the Executive Council, effective immediately.

Mr. Mahoney has previously served as deputy minister in the Department of Justice and Public Safety and as Co-Lead for the Churchill Falls Negotiation Team.

BACKGROUNDER

Biographical Information
Denis Mahoney has most recently been appointed as Special Advisor to the Clerk of the Executive Council, serving as Co-Lead for the Churchill Falls Negotiation Team.

Prior to this, Mr. Mahoney served as Deputy Minister of the Department of Justice and Public Safety and Deputy Attorney General. Before his return to public service (1987-1990), Mr. Mahoney served as the senior labour and employment partner in the St. John’s office of McInnes Cooper and served as a member of the firm’s Board of Directors.

Throughout his career, Mr. Mahoney served on several committees and boards and volunteers with several organizations, currently the 2025 Canada Games Host Society Inc., and the Boys and Girls Club in St. John’s. He previously served as Vice Chair of Memorial University’s Board of Regents, Chair of the St. John’s Board of Trade, the province’s Labour Management Arbitration Committee, Newfoundland and Labrador Oil and Gas Industries Association, TaskforceNL Inc.,  and Co-Chair of the Strategic Partnership Coalition.

Mr. Mahoney holds a Bachelor of Laws (LLB) from Queen’s University (1993) as well as a Bachelor of Commerce (Honours) Co-operative Degree from Memorial University (1987). In 2020, he received the ICD.D designation from the Institute of Corporate Directors.
