As part of the Government of Newfoundland and Labrador’s support of the developing wind-hydrogen industry in the province, the Honourable John Hogan, KC, Premier of Newfoundland and Labrador, has signed a memorandum of understanding (MOU) with the Port of Amsterdam, Netherlands, while attending the World Hydrogen 2025 Summit and Exhibition.
The memorandum of understanding is a high-level agreement to collaborate and share information on green hydrogen issues, opportunities, and potential projects. Joining Premier Hogan was the Honourable Steve Crocker, Minister of Industry, Energy and Technology and Minister Responsible for Trade Opportunities, and Gert-Jan Nieuwenhuizen, Managing Director, Port of Amsterdam. This mirror agreement complements the Government of Newfoundland and Labrador’s partnership with the Port of Rotterdam in a collaboration to improve the efficiency and sustainability of Dutch ports.
Attending the signing were representatives from Evos, a developer of large-scale hydrogen import facilities at the Port, and North Atlantic Refining Limited, which is developing a wind to hydrogen project for the export of Liquid Organic Hydrogen Carriers, a hydrogen derivative, to ports in Europe including Amsterdam.
The MOU proposes the following specific areas of cooperation:
- Exploring the commercial opportunity and scale of future green hydrogen import markets via the port into the Netherlands and other areas of northwestern Europe, to support the development of Newfoundland and Labrador’s green hydrogen export market.
- Assessing the potential for international supply chains between the province and the port for green hydrogen, including identifying and assessing existing barriers (e.g., legal, regulatory gaps, costs) and sharing information that could help mitigate such barriers.
- Working collaboratively to unlock private sector and Federal Government investment in joint projects/initiatives related to international green hydrogen supply chains.
- Identifying opportunities to collaborate and share knowledge and best practices in key areas (e.g., port development, infrastructure and management, engaging stakeholders, post-secondary institutions, and other commercial and governmental parties).
As highlighted in the Hydrogen Development Action Plan, the Government of Newfoundland and Labrador recognizes the economic development opportunities associated with enabling a green hydrogen industry in the province. Due to its abundant resources and other competitive advantages such as an already highly renewable energy grid, and proximity to Europe, Newfoundland and Labrador currently has six wind hydrogen projects in development. Europe is a key export market for the province’s green hydrogen as the European Union and several member countries have outlined hydrogen as a way to achieve energy security and climate change goals.
The World Hydrogen 2025 Summit and Exhibition takes place from May 20-22, 2025, in Rotterdam, Netherlands. The summit has been held annually since 2020 to convene government representatives, hydrogen and energy stakeholders, service providers, and hydrogen end-users. The World Hydrogen 2025 Summit is anticipated to have over 15,000 attendees from 130 countries. The Newfoundland and Labrador delegation includes representatives from the Provincial Government, as well as over 60 delegates representing approximately 25 companies and organizations that include senior officials from major energy companies, national and regional governments, and companies which operate throughout the hydrogen development chain, including regulators, construction companies, energy buyers, utility companies, and shipping companies.

BACKGROUNDER
The memorandum of understanding between the Government of Newfoundland and Labrador and the Port of Amsterdam, Netherlands, builds on work that has been ongoing to support the wind-hydrogen industry in the province.
In December 2021, the Governments of Canada and the Netherlands signed an MOU on cooperation in the field of hydrogen energy. The agreement focuses on the development of an international hydrogen market and export-import corridors for clean hydrogen between Canada and the Netherlands, as a gateway to Europe. The agreement will also enhance cooperation on topics such as standards, certification, investment, trade and technologies.
In September 2022, the Government of Newfoundland and Labrador and the Free and Hanseatic City of Hamburg signed a declaration of intent aimed at encouraging the establishment of hydrogen supply chains that will result in exports of green hydrogen from the province to Germany. It calls for joint efforts to accelerate the growth of the green hydrogen economy in key areas such as technology and infrastructure development, regulatory regimes, and commercial investment and partnerships.
In May 2023, the Government of Newfoundland and Labrador signed an MOU with the Port of Rotterdam, Netherlands, to encourage the establishment of hydrogen supply chains to support our export of green hydrogen to the Netherlands, and onward to other parts of Europe.
In September 2024, an MOU was signed between the Government of Newfoundland and Labrador and the Port of Antwerp-Bruge, Belgium. This agreement further enhances cooperation and assists in establishing a green shipping corridor to connect our Canadian renewable energy supply with European demand.
