The Provincial Government is marking International Literacy Day on September 8 by celebrating the 2025 recipient of the Council of the Federation Literacy Award for Newfoundland and Labrador.
The Honourable John Hogan, KC, Premier of Newfoundland and Labrador, and the Honourable Bernard Davis, Minister of Education and Early Childhood Education, are extending congratulations to Stella’s Circle.
Stella’s Circle, based in St. John’s, provides adult literacy education, employment services, mental health programming and affordable housing. Since the organization began delivering the Adult Basic Education (ABE) Level 1 program in 2005, nearly 300 learners have participated. Through the program, participants have improved foundational reading, writing, and speaking skills.
In 2025, Stella’s Circle launched a new foundational literacy and numeracy program to support learners with additional barriers. Services are specific to newcomers, English Language Learners, and individuals with interrupted formal education. The program was designed for learners who may not yet qualify for traditional ABE pathways.
Stella’s Circle uses flexible delivery to meet the needs of adult learners balancing work, family, and settlement challenges. The organization continues to innovate, expand access to underserved communities, and respond to Newfoundland and Labrador’s increasingly diverse population.
The Council of the Federation Literacy Award was created in 2004 to celebrate adult learners who undertake literacy training, as well as the valuable contributions made by Canadians in the field of literacy, including family, Indigenous, health, workplace, and community literacy. The award is presented to learners, educators, volunteers, community organizations and businesses in each province and territory.
