The Honourable John Hogan, KC, Premier of Newfoundland and Labrador, today announced changes within the Executive of the Provincial Government.
These include:
Nadine Devereaux is appointed as Deputy Minister and Secretary of the Treasury Board, Treasury Board Secretariat, in the Office of the Executive Council, in an acting capacity, effective September 29, 2025.
Elizabeth Lane is appointed as Special Advisor in the Treasury Board Secretariat, Office of the Executive Council, effective September 29, until October 29, 2025.
David Drover is appointed as Deputy Minister of Finance, in an acting capacity, effective immediately.
Michelle Jewer is appointed as Special Advisor, in the Department of Finance, effective immediately, until September 26, 2025.
Corey Tucker is appointed as Assistant Deputy Minister, Treasury Management and Budgeting, in the Department of Finance, in an acting capacity, effective immediately.

Biographies
Nadine Devereaux
Nadine Devereaux most recently served as Special Advisor to the Clerk of the Executive Council, following her appointment as Assistant Deputy Clerk in 2021. Ms. Devereaux has over 15 years of progressive leadership experience in the public service, specializing in human resources, organizational strategy, and workplace wellness.
Since joining government in 2007 as Manager of Integrated Disability Management, she has held several senior roles, including Director of Strategic Human Resource Management, Risk Management Lead for the HRMS Project, and Director of Employee Safety and Wellness with the Public Service Commission. In these positions, she worked across all departments and agencies to strengthen safe, healthy, and effective workplaces.
Ms. Devereaux holds a Diploma in Disability Management from Dalhousie University, a Bachelor of Arts from Memorial University, and a Master of Arts from the University of Northern British Columbia.
Elizabeth Lane
Elizabeth Lane began her career in the Newfoundland and Labrador public service in 1998. Since 2021, she has served as Secretary of the Treasury Board and Deputy Minister responsible for the Treasury Board Secretariat. Prior to this appointment, Ms. Lane held the role of Assistant Deputy Minister, overseeing both Collective Bargaining and Human Resource Management initially within the former Human Resources Secretariat and subsequently within the Treasury Board Secretariat from 2018 to 2021.
Earlier in her career, Ms. Lane held several progressively senior positions in the public service, including Director of Labour Relations with the Newfoundland and Labrador Health Boards Association and Director of Collective Bargaining for the Government of Newfoundland and Labrador.
Ms. Lane holds a Master of Employment Relations and a Bachelor of Commerce, both from Memorial University.
Michelle Jewer
Michelle Jewer joined the Government of Newfoundland and Labrador in 2000 at the Office of the Auditor General. Since 2021, she has served as Deputy Minister in the Department of Finance. Prior to this role, Ms. Jewer held several financial leadership positions across various government departments, including the Department of Education, Department of Health and Community Services, Department of Finance, and Treasury Board Secretariat. She has also served as Comptroller General and Secretary to the Treasury Board within the Treasury Board Secretariat.
Ms. Jewer holds a Bachelor of Commerce (Co-operative) degree from Memorial University and is a Chartered Professional Accountant.
David Drover
David Drover joined the Department of Finance in 2000 and most recently served as Assistant Deputy Minister, Treasury Management and Budgeting in the Office of the Executive Council. Prior to this role, Mr. Drover has held several senior financial management positions, including Director of Financial Systems Control, Director of Government Accounting, and Controller General of Finance. Mr. Drover has also completed a developmental opportunity as a Cabinet Officer with Cabinet Secretariat.
Mr. Drover holds a Bachelor of Commerce (Co-operative) degree from Memorial University and is a Chartered Professional Accountant.
Corey Tucker
Corey Tucker joined the Government of Newfoundland and Labrador in 2010 with the Department of Finance. Since that time, he has progressed through several senior financial management roles, including Budget Manager and Director of Budgeting. Prior to joining the provincial public service, Mr. Tucker held leadership positions across accounting firms and industry, accumulating over 10 years of diverse experience.
Mr. Tucker holds a Bachelor of Commerce (Co-operative) degree from Memorial University and is a Chartered Professional Accountant.
