Provincial Government Selects Preferred Proponent for Core Staffing Review

Through a competitive request for proposals, the Department of Health and Community Services has identified Deloitte as a preferred proponent to complete a nursing core staffing review.

This review aligns with recommendations in Health Accord NL related to building and sustaining a strong health workforce in Newfoundland and Labrador.

This review will include a detailed analysis of client, staffing, and organizational factors that contribute to the workload of nurse practitioners, registered nurses, licensed practical nurses and personal care attendants in select NL Health Services locations across the province:

  • Community Health Mount Pearl Square.
  • Placentia Health Centre including Lions Manor.
  • Western Long-Term Care Home including 10 rehab and 15 restorative beds.
  • Labrador South Health Centre.
  • James Paton Memorial Regional Health Centre.
  • Health Sciences Centre Units 4NB and 4NA.

Deliverables will also include recommendations to optimize staffing levels and improve how care is delivered in each of the six areas studied, plus a “how to” guide to self-evaluate other sites. The department anticipates the review beginning this summer and concluding next year.

The core staffing review was a commitment made to the Registered Nurses’ Union of Newfoundland and Labrador. Undertaken in collaboration with NL Health Services, the review complements ongoing actions under the Health Human Resources Plan that ensure health care providers are in place to offer stable direct care and services while providing work-life balance for employees.

Successful recruitment and retention initiatives have already resulted in more than 1,100 nurses and more than 140 physicians choosing to work in the province since April 2023, as well as a 46.9 per cent reduction in agency nursing resources since February 2024.
