The Honourable Tony Wakeham, Premier of Newfoundland and Labrador, announced two senior appointments today.=
John McGrath is appointed Deputy Minister and Secretary of the Treasury Board, Treasury Board Secretariat, in the Office of the Executive Council, effective immediately.
Colleen Stockley is appointed Deputy Minister of Health and Community Services, effective February 4, 2026.

Biographical Information
John McGrath
John McGrath began his career with the Government of Newfoundland and Labrador in 2009. He most recently served as the Deputy Minister with the Department of Health and Community Services. Prior to this role, Mr. McGrath has held several progressively responsible positions in several departments, including Health and Community Services, Education and Early Childhood Development, Treasury Board Secretariat, and Finance.
Mr. McGrath is a graduate of the Chartered Accountant School of Business and has a Bachelor of Commerce (Co-op) from Memorial University. He is an active member of both the Chartered Professional Accountants of Newfoundland and Labrador and the Chartered Professional Accountants of Alberta. He currently sits on the board of The Chartered Professional Accountants’ Education Foundation of Newfoundland and Labrador.
Colleen Stockley
Colleen Stockley recently served as Director of Community Wellness with First Light NL. Prior to this appointment, Ms. Stockley served as Deputy Minister of Health with the Nunavut Government, as well as Assistant Deputy Minister of the Professional Services Branch and Assistant Deputy Minister of the Population Health Branch of the Department of Health and Community Services, with the Government of Newfoundland and Labrador. Ms. Stockley began her career in health care in 1988 and has held numerous senior-level positions throughout the years.
Ms. Stockley holds a Nursing Diploma, a Bachelor of Social Work, and a Master’s in Business Administration from Memorial University.
