Minister Conway Ottenheimer Congratulates Chief Justice Fry on her Retirement

The following statement is from the Honourable Helen Conway Ottenheimer, Minister of Justice and Public Safety and Attorney General:

“Today, we mark the retirement of Chief Justice Deborah Fry from her role as Chief Justice of the Court of Appeal of Newfoundland and Labrador.

Chief Justice Fry has been a pioneer in every sense of the word.

Her distinguished work has paved the way for generations of women who dream of a career in law. As the first woman to serve as Chief Justice in our province’s history, she has not only broken barriers but reshaped the landscape of justice with her integrity, wisdom, and steadfast leadership.

Her journey began in the provincial public service, joining the Department of Justice as an articling student. From those early days, she went on to appear before all levels of court, including the Supreme Court of Canada, and served in some of the most senior roles across government. As Deputy Minister of several departments and later as Clerk of the Executive Council and Secretary to Cabinet, Chief Justice Fry provided thoughtful guidance during pivotal moments for Newfoundland and Labrador. Her calm, principled approach earned the respect of everyone who had the privilege of working with her.

Her impact extends far beyond the courtroom and public service. A devoted volunteer, she generously gave her time to many community organizations, earning recognitions such as the YMCA YWCA St. John’s Women of Distinction Award and the Queen’s Golden Jubilee Medal. Before entering the legal field, she worked as a pediatric and public health nurse and taught nursing, which were early chapters that reflect her lifelong commitment to public service.

As I reflect on her remarkable contributions, I am reminded not only of her professional accomplishments but of the grace, compassion, and humility she brings to every role she takes on. Deborah Fry is a trailblazer, a mentor, and a role model whose influence will continue to be felt for years to come.

On behalf of the Government of Newfoundland and Labrador, I extend our heartfelt thanks to Chief Justice Fry for her extraordinary service to our province.”
