Municipal Infrastructure, in conjunction with the Canada Community-Building Fund (formerly the Gas Tax Program) and other organization (e.g. Municipalities Newfoundland and Labrador) has worked to develop a set of Asset Management tools to assist communities in managing their municipal infrastructure. These tools consist of guidance documents and spreadsheet that were created to help assess the conditions of current infrastructure, plan and prioritize upgrades/replacement of assets, and help make capital planning decisions.
The tools assist in determining the condition of current infrastructure, maintaining accurate inventory of assets, assessing risks, estimating costs, identifying climate change adaptations, determining level of services and identifying gaps in services, and identifying actions to take to meet regulatory requirements and customer expectations. When used together these tools provide the user with quality information to make informed decisions regarding the services the municipalities provide as well as infrastructure management.

Climate Adaptation Tool
This tool provides climate data relevant to municipalities and an assessment of potential impacts to infrastructure on a level of service basis. It helps identify how different service areas may be affected by climate change effects and what adaptation activities may be required to protect these services from those impacts.
Consequence of Failure Assessment Matrix
This sheet is to be used in conjunction with others to help with risk management. It consists of a Consequence of Failure Matrix and a Risk Matrix. This tool with help with consistency, determining risks, and as support for decision making.
Facility Catalog Tool
The Facility Catalog Tool, stores all information for your fleet and facilities which is imported into The Inventory and Reporting Tool.
Inventory and Reporting Tool
This is a data storage and reporting tool to help make informed asset management decisions and communicate those decisions to staff, councils, and local residents. Includes some risk management tools as well.
Level of Service Tool
This tool is a template that is customizable and assists municipalities in communicating with councils, stakeholders, and residents about the services and levels of service the community provides, identifying gaps that may exist in their services, and actions or estimated costs to close gaps.
