Call for Proposals – Bilateral Agreement Funding 2025-26

The Department of Education and Early Childhood Development, Government of Newfoundland and Labrador invites proposals from French Second Language and French Minority Language organizations for funding for 2025-26 for projects that target education. This funding is made available through the Canada – Newfoundland and Labrador Agreement for Minority-Language Education and Second Official-Language Instruction. The deadline for submissions is June 20, 2025.

Demandes de subvention dans le cadre de l’entente bilatérale 2025-2026

Le ministère de l’Éducation et du Développement de la petite enfance, Gouvernement de Terre-Neuve-et-Labrador, invite les organismes qui vise le secteur du français langue seconde et français langue de la minorité à soumettre des demandes de financement dans le cadre de l’entente bilatéral pour la mise en œuvre de projets dans le domaine de l’éducation pour 2025-2026. Ce financement est disponible grâce à l’Entente Canada – Terre-Neuve-et-Labrador relative à l’enseignement dans la langue de la minorité et à l’enseignement de la seconde langue officielle. La date limite est le 20 juin 2025.

Grade 9 French Program (Formerly Voyage)

NEW: In 2026, Voyage will no longer operate as a provincial program.

Instead, the Department of Education and Early Childhood Development will purchase spaces for Newfoundland and Labrador Grade 9 students within the national program Explore.

To avail of this opportunity, interested Grade 9 students must apply directly through the Explore program portal.

Explore is a national program for students who wish to learn or improve their knowledge of the other official language and discover the culture of a different region. Students take part in fun activities and in unique social and cultural experiences all aimed at helping practice French-language skills. Funding is paid directly to the institution and covers tuition fees for the courses, instructional materials, workshops, accommodations and other mandatory activities.

  • When applying to Explore, Grade 9 students may select up to three preferred institutions. Students wishing to get a spot within this new initiative must select Collège Sainte-Anne de La Pocatière as their first choice, Session Dates July 23 to August 10, 2026, where the Department has reserved limited spaces.
  • Please also note: while this initiative is aimed at Grade 9 students, applications from Grades 7 and 8 may also be considered.

Adventure Program (French Second Language Grade 10/Level I)

Level 1 (Grade 10) students can apply for a bursary to attend a 4-week summer program in Quebec at College Saint-Charles Garnier (Laval Campus), Quebec City. The Level 1 program is open to all Grade 10 students regardless of their level of French (beginner to advanced). Bursaries are paid directly to the institutions and cover the cost of tuition, room and board, instructional materials and all compulsory activities.

Application deadline: April 17th, 2026

The program will run from June 28th to July 25th.

  • To submit your application for Adventure, please use the following Google form. You must use your school email to access and submit the form.
  • For additional details about the program, including eligibility requirements and the application, recommendation, and selection processes, please consult this document.
  • If the student is selected for the bursary, the student or their parent/guardian will be required to pay a registration fee of $125. This fee, however, is refundable subject to specific conditions.

Explore Program (French Second Language)

Explore is available to youth 13-17 years of age, and adults over the age of 18 who wish to learn or improve their knowledge of the other official language and discover the culture of a different region. EXPLORE another part of the country and learn at the same time! Take part in fun activities and in unique social and cultural experiences all aimed at helping you practise your French-language skills. Funding is paid directly to the institution and covers tuition fees for the courses, instructional materials, workshops, accommodations and other mandatory activities. Destination Clic (Français langue première)

Destination Clic est un programme conçu pour les élèves de 8e, 9e et 10e année qui fréquentent une école de langue PREMIÈRE et qui vivent à l’extérieur du Québec. Les fonds couvrent les droits de scolarité, le matériel didactique, les repas et l’hébergement. Les fonds sont versés directement à l’institution. Pendant trois semaines, découvrez une nouvelle destination ! De la chanson à la danse, en passant par le théâtre, l’art et les cours, vous aurez l’occasion de vous ouvrir à la diversité de la culture canadienne dans un milieu entièrement FRANCOPHONE. Student Fellowship Program (French second language)

The Student Fellowship Program aims to provide post-secondary students with the opportunity to pursue French language studies within Canada. To be eligible, applicants must register as a full-time student and attend a French language post-secondary institution in Canada on a full-time basis and must take a minimum of four (4) courses in French per semester. Fellowships are awarded in the amount of $3,000 per semester for a maximum of four (4) years.

Odyssey Program / Programme Odyssée

Immerse yourself in your second official language, while sharing your first official language and culture with students. As a language assistant, you will work in a classroom setting with teachers, using games and activities to help students learn and improve their other official language.

Embark on this nine-month Odyssey and you will:

  • earn paid work experience in a classroom setting (approximately $27 per hour).
  • experience the culture and way of life of a province where the other official language is spoken.
  • develop new skills and improve your speaking skills in the other official language.

Programme de bourse pour Francophones (français langue première) 

Ce programme permet aux étudiant.e.s francophones de Terre-Neuve-et-Labrador de faire des études postsecondaires dans leur langue maternelle dans un établissement de langue française au Canada en milieu francophone ou bilingue. Le montant de la bourse est de 3 000 $ par semestre jusqu’à un maximum de cinq (5) ans.

Teacher Bursary Program / Programme de bourses d’été pour le personnel enseignant

The Teacher Bursary Program is for teachers in NL who would like to improve their proficiency in French. The bursary is awarded for summer study to teachers attending francophone post-secondary institutions in a French milieu in Canada. Teachers meeting the eligibility criteria may be selected to receive a Teacher Bursary in the amount of $700 per week of full-time study to a maximum of six (6) weeks.

Effective immediately, applications for the Teacher Bursary Program must be submitted via Google Form.

The deadline for receipt of applications is May 23rd, 2025.

Ce programme est destiné au personnel enseignant de Terre-Neuve-et-Labrador qui veulent suivre des cours en français dans un établissement d’enseignement postsecondaire francophone en milieu francophone au Canada pendant l’été. Teacher Fellowship Program / Programme de bourses pour le personnel enseignant

The Teacher Fellowship Program is for teachers in NL who would like to improve their proficiency in French. The fellowship is awarded for one or two semesters to teachers attending francophone post-secondary institutions on a full-time basis in a French milieu in Canada. Teachers meeting the eligibility criteria may be selected to receive a Teacher Fellowship to a maximum of $25,000 ($12,500 per semester).

Effective immediately, applications for Teacher Fellowship Program must be submitted via Google Form.

Before completing and submitting your Google Form, please download and fill out the Certification of Teacher Status Form. You must upload the completed form to your Google Form prior to submission. Please note that this form will need to be completed and signed by your employer.

The deadline for receipt of applications is May 23rd, 2025.

Grants for school-organized trips / Subvention pour visites scolaires

The purpose of this program is to promote students’ critical awareness and appreciation of the French language and culture through visits to Québec, to francophone communities in New Brunswick and to Saint-Pierre et Miquelon. This travel support is intended to promote exposure to the French language and culture, as well as support identity building for francophones and the development of language skills of students for whom French is not a first language.

Effective immediately, applications for Grants for School Trips must be submitted via Google Form.

Le but de ce programme est d’élargir les horizons de l’élève et de promouvoir l’appréciation de la langue et de la culture francophone, et ce par le moyen de visites au Québec, dans les communautés francophones du Nouveau-Brunswick et à Saint-Pierre et Miquelon.
