Every Teaching and Learning Assistant employed in the K-12 school system of this province is required by law to hold a valid Newfoundland and Labrador teaching certificate endorsed as Teaching and Learning Assistant
A Teaching and Learning Assistant is an educator in our K-12 school system who works under the guidance and direction of the classroom teacher. The Teaching and Learning Assistant is not assigned to individual students. They assist the classroom teacher with planning and instructional preparation, help gather evidence of student learning, and support the implementation of diverse teaching and learning strategies. Their role is designed to enhance and reinforce the teacher’s instruction, contributing to student success across all areas of the curriculum.

If you hold this certificate, you are restricted to working as a Teaching and Learning Assistant only. The certificate is issued at level II for salary classification purposes.

Minimum Requirements for Teaching and Learning Assistant Certification
Option 1:
Complete university credited studies of not less than 20 courses (60 credit hours) in length at Memorial University or another approved university.
Option 2:
Complete a 2-year Early Childhood Education diploma with a minimum level 2 ECE certification recognized by AECENL. The Teacher Certification Committee approves studies accepted for certification purposes and may recognize additional areas of study.
How to Apply for a Teaching Certificate endorsed Teaching and Learning Assistant
You must send the following documents to Teacher Certification as part of your application:
A completed Application form (66 KB).
Proof of Identity
- A photocopy of your Canadian birth certificate.
- For those born outside of Canada, provide evidence of Canadian citizenship, a permanent resident card, or a work permit.
- For name changes: photocopies of proof (e.g. marriage certificate).
Transcripts
- Applicants who study within Canada, official transcripts must be sent directly to us by all institutions where you completed your studies.
- Applicants who completed studies outside Canada or the U.S. please submit a WES Course-by-Course ICAP Report.
Language Proficiency
- If studies were not completed in French or English, applicants must provide results of the Language Competency Assessment for the Teaching Profession (LCATP). Please go to the LCATP – Language Competency Assessment for the Teaching Profession – Pathways to Teach Canada website.
Confidential Disclosure Form
- The original copy of your completed Confidential Disclosure and Criminal Record Check , with a Canadian Criminal Record and Vulnerable Sector Check dated within 6 months of application. You must provide the original document. Copies are not accepted.
Criminal Record Check and Vulnerable Sector Check
- Canadian Criminal Record Check and a Vulnerable Sector Check from local police authority.
- Provide original documents dated within six months of the application.
- Copies are not accepted. Digital copies emailed from the issuing authority may be accepted.
Payment
- Submit a completed Payment Schedule and receipt for the appropriate fee.
Official Statement of Professional Standing from all provinces, territories, states or countries if you hold/held a Teaching and Learning Assistant certificate (or other similar certificate issued by another regulator) stating that you are in good standing. These statements must be sent directly from the issuing authority to our office.
If you are applying from outside Canada a Statement of Eligibility (SOE) may be issued after your application has been received and an assessment of your teaching credentials is conducted. An SOE is not a teaching certificate, but it is proof an individual meets the necessary qualifications for a Newfoundland and Labrador Teaching and Learning Assistant Certificate. To finalize your application you must provide proof of authorization to work in Canada.
Classification for Salaries
Teaching Certificates endorsed Teaching and Learning Assistant receive a level II certificate. All other accepted Teaching Certificates are recognized at a level II for salary purposes when hired as a Teaching and Learning Assistant.

If you hold one of these 3 certificates, you may apply for Teaching and Learning Assistant positions with your existing certificate.
