The Department of Labrador Affairs administers two programs that provide financial help to Medical Care Plan (MCP) beneficiaries who incur out-of-pocket travel costs to access eligible insured medical services unavailable in their community.
These two programs are:
A needs-based and income-tested program that offers medical travel supports (i.e., travel arrangements, funding, per diems) to individuals who are:

- Income Support Clients
- Community Support Clients receiving:
- Home Support
- Financial Benefits, or
- Subsidized Long-Term Care
- Low Income – financial assessment required
A non-income tested program that offers medical transportation financial assistance to individuals not eligible for MeTS, including options for partial prepayment of economy airfare.
As part of the Medical Transportation Assistance Program’s ongoing efforts to improve access to care, a new pilot program has been launched in partnership with Hope Air, offering free transportation coverage for eligible patients. This initiative expands support for those facing barriers to medical travel. To access services, patients must apply directly through Hope Air. Learn more
Did you receive a flight voucher…Have you submitted a MTAP post-travel claim?
You MUST submit a MTAP post-travel claim within six (6) months of completing travel to be eligible for future vouchers.
Did you know?
When travelling outside Newfoundland and Labrador, MCP does NOT cover air ambulance services required in another jurisdiction. Air ambulance services are charged directly to you at the jurisdiction’s set rate. To prevent these significant and unforeseen costs, it is advisable to obtain private insurance before travelling outside the province, even for a short trip.
