The call for applications for the 2026-2027 Municipal Capital Works (MCW) program opened on August 11, 2025 and closes on October 6, 2025.

To administer the application process, the Department of Transportation and Infrastructure uses the Provincial Government’s online portal, Municipal Support Information System (MSIS). Guides and Forms for the system can be found here.

Municipal Support Information System (MSIS)

To gain access to MSIS, users require a USER ID and PASSWORD. Any user who has not obtained a USER ID and PASSWORD is asked to complete the appropriate form and contact the MSIS System Administrator at Municipalinfrastructure@gov.nl.ca.

All applications are required to be entered through MSIS. Previous applications will not be considered. A new application is required for each call.

  • If you have issues with internet connectivity, you must contact your local Regional Office for assistance in submitting an application. A PDF copy of the required information for MSIS is found here: Application for Funding Municipal Infrastructure – November 01, 2024 (294 kB).
  • Applicants must be aware, that if their project is approved for funding, a permit from WRMD is required before the project can be tendered for construction services. This permit takes 6 to 8 weeks from the time the permit was applied for, to be returned to the applicant.
  • Please note that the Department of Transportation and Infrastructure will not provide financial assistance for any costs associated with preparing or submitting applications for funding. The costs associated with the preparation and submission of applications are not eligible project costs and are the responsibility of the applicant.
